GLDVP Stella Project : Innovative Responses: New Pathways To Address Domestic Violence And Substance Misuse Across London

The Stella Project has launched a new report that maps the current position in London with regards to the strategic importance given to domestic violence and substance misuse and resulting service delivery. This document will be extremely useful to commissioners, those responsible for policy within Drug and Alcohol Action Teams (DAATs) and Community Safety Teams, as well as practitioners responsible for service delivery.

The report highlights innovative and integrated joint working practice which will help inform future policy and service development as well as listing key learning points and recommendations where relevant.

The research found that more than half of London Boroughs has specific actions to address the dual issues with monitoring systems in place. Thirty-one London Boroughs show an awareness of the links between domestic violence and substance misuse in their plans or strategies.

Here are some examples of good practice included in the report:

  • Clear structures in some areas (Barnet, Brent, Enfield , Greenwich, Lewisham and Waltham Forest) for data collection and analysis on the overlapping prevalence of domestic violence and substance use. This ranged from adapting databases to include new data, to centralised collation of referral forms between partner agencies
  • Specific funded service provision or posts in nine Boroughs with a further three posts/projects funded for specialist work across London
  • Evidence of measurable outcomes with attached targets in the Alcohol Strategies of Barking and Dagenham, Enfield, Greenwich and Islington. In Tower Hamlets the homelessness strategy includes targets.
  • To complement this briefing the Stella Project have also launched an online policy bank of strategies, reports and other resources which address the dual issues of substance use and domestic violence. This includes a new briefing entitled working with perpetrators in drug and alcohol treatment.
